Die Dayton-Verfassung rückt eine verzerrend ethnisierte Betrachtungsweise ins Zentrum, die den drei konstitutiven Völkern der Bosniaken, Kroaten und Serben eine besondere Rolle im Staate zuschreibt. Die Grundgesamtheit der Bevölkerung, die Bürger/innen, der citoyen wurden de facto enteignet, der Mensch als Individuum degradiert - er existiert allein als Instrumentarium der ethnischen Machtkartelle.
